Twelve years old and already an accomplished wordsmith, Kevin Welch traveled to Las Vegas to check on the city's efforts to supplement its adult diversions with fun stuff for the under 21 set. The result was literally A Jackpot for Kids. Kevin lives near Austin, Tex., and is enrolled in Stanford's Educational Program for Gifted Youth.
